To simplify and improve administrative efficiency, the Ministry of Agriculture and Food gradually implemented in 2010, through the ministerial decree of 28 December 2009, the Veterinary and Phytosanitary Inspection Service at Borders (SIVEP). This service is responsible for sanitary and phytosanitary inspections of products imported from third countries and reports directly to the Directorate‑General for Food (DGAL).
SIVEP carries out its mission through local structures known as border inspection posts.
In Loire‑Atlantique, the Nantes – Saint‑Nazaire border post is overseen by the Departmental Directorate for Population Protection (DDPP 44) under a tripartite agreement (DGAL/DRAAF/DDPP44), which defines how the Regional Directorate for Food, Agriculture and Forestry and the DDPP44 provide resources to SIVEP.
These border posts are responsible for sanitary controls on imports originating from non‑EU countries.
The State services carry out the following controls:
– SIVEP : The Nantes – Saint‑Nazaire border post includes the following administrative units:
– Border Inspection Post (BIP), responsible for sanitary and biological quality controls on products of animal origin.
-Community Entry Point (PEC): responsible for phytosanitary import controls on plants and plant products.
-Designated Entry Point (PED): responsible for sanitary and biological quality controls on non‑animal‑origin feed (Ministry of Agriculture) and organic food products for human or animal consumption* (Ministry of Public Action and Accounts).
* DDPP44: The Food Products Service (CCRF‑PA) performs reinforced sanitary controls on products listed in Regulation 2019/1793 and quality controls on “organic” products as defined in Regulation EC/1235/2008. These controls are carried out within the premises of the Regulatory Single Window (GUR), which is the subject of this agreement.
– CUSTOMS : Customs services may carry out any physical inspections at the GUR.
They use the building to exercise their right to inspect goods, transport equipment and individuals under Article 60 of the Customs Code.
To centralise all official State controls on the General Cargo and Container Terminal, and in accordance with the ministerial decree, the Grand Port Maritime de Nantes Saint‑Nazaire (GPMNSN) built a dedicated facility and delegated its operation to the terminal operator, Terminal Grand Ouest (TGO), which manages contractual relations with the tenants: SIVEP and Customs.

Since 2023, TGO has been certified as an AEO (Authorised Economic Operator), a label recognised by European and international customs authorities. This certification confirms the reliability of its processes, the security of its operations, and its compliance with customs requirements.
